               As Financial Analyst, in the Projects Division, which deals with all infrastructure, industrial and national development banks line of credit projects submitted to IDB for financing, my duties included :

Project Identification - Field-trips to member countries to identify potential projects.

Desk Review of Feasibility Studies - To determine viability of proposals and to submit recommendations to various Committees of the Bank before further processing of the proposals.

Pre-Appraisal and Appraisal of Projects - Field trips with an engineer and/or a consultant to perform in-depth financial, economic, marketing analyses of the proposed projects, to review the executing agencies organizational, managerial and ownership structure as well as its past and present operating performance and evaluation of country risks.

Assistance to Member Countries in the preparation of their economic plans as well as economic documents for financiers.

Preparation of Terms of Reference for Technical Assistance projects financed by the Bank which will lead to studies to be submitted to financiers. Thorough discussions were held with the sponsors on the marketing, technical, etc. in order to give them advice and directives on their proposals.

Supervision - Follow-up of projects approved by IDB Board to ensure proper project implementation and strict adherence to investment agreement clauses.

Board Representation - I represent IDB in Board meetings of some industrial companies in which IDB was a shareholder.

Co-financiers Meeting - Attend co-financiers' meeting in order to discuss the best plan of action for the proposed project: financing plan, selection of components and approval of procurement procedures, etc.

Nov 1987 to Feb.1995 - Head of Projects Section

          As Head of Projects Section I assist the Head of Division II in planning, supervising and controlling the work of the Projects Section. I am responsible for carrying out sector studies, identification, preparation, appraisal and supervision of projects, loan negotiations and ensuring that procurement of goods and services for approved projects are in accordance with Bank's financing policies and procedures.

          I supervise the work of three financial analysts and three engineers dealing with review of project documents, appraisal of projects, etc. I also participate in identification, appraisal missions, assistance to private promoters during project preparation, implementation and operation as well as special missions for restructuring of companies financed by IDB. In case of co-financing needs, I sometimes undertake field missions in order to make arrangement for bridging the financing gap.

          I am in charge of the preparation of yearly/3-yearly Operations Plan of the Department which is the Project Development Program with IDB member countries for financing consideration by the Bank. As Head of Projects Section-II I attended coordination meetings between IDB and African Development Bank, World Bank, West African Development Bank and ECOWAS Fund during which all aspects of cooperation between our institution and the above institutions are reviewed.

          I provide promotional and advisory services to assist member countries in creating an attractive climate for private investment an assist private sector investor in finding required guarantees when the project has positive developmental effects for the country and is financial viable.

Febr 1995 to 1998 Chief of Operations Division

          As Chief of Operations Division, I supervise the work of the Operations Division II which is responsible for the follow-up of socio-economic development in member countries, assesses creditworthiness and prepare external debt capital flow, prepares financing program in close cooperation with the concerned countries, liaise with financing institutions for resources mobilization, assists in project appraisal, prepares relevant BED resolutions and coordinates disbursements and supervises the implementation of approved projects.

          I maintain close working relationships with other Chiefs of Divisions of the Bank and close contact with financing institutions, country representatives, etc.

          The Division is in charge of assisting the member countries of the Department in identifying the needs in capacity building for ensuring successful implementation of the approved projects as well as good governance. In this respect, the Ministries in charge of implementation of projects in agriculture, education, health, roads, etc. are provided with the institutional support (capacity building) to strengthen their capacity for better implementation of projects under consideration.

The principal tasks and duties assigned to the Division include the following:

1. To follow up the socio-economic development in member countries and prepare economic memoranda on these countries;

2. To assist member countries in identifying needs in capacity building and formulating projects to be submitted to financiers for consideration

3. To review periodical assessment of credit-worthiness of member countries and the preparation of their external debt and capital inflow projections;

4. To maintain liaison with international, regional and national financing institutions and related agencies on economic developments in member countries and their financing policies and program;

5. To ensure the preparation of a financing program for each member country;

6. To be responsible for all communications and discussions with country officials regarding Bank activities in the country;

7. To ensure that countries requests for financing projects are sound and formulated in accordance with the Bank policies and procedures;

8. To assist, whenever necessary, the Projects Division II in identification, pre-appraisal and appraisal of projects;

9. To coordinate work of Projects Division and the respective section of the Legal Department in preparing the resolutions, the draft agreements, the reports and recommendations of the President as well as other documents for presentation to the Board of Executive Directors;

10. To assure the communication to the member countries of the formal approval of the Board of Executive Directors and to assure the preparation of new briefs on projects approved;

11. To arrange for negotiations and to coordinate the participation of other concerned units;

12. To maintain the necessary liaison with the Legal Department leading to declaration of effectiveness of agreements of approved projects so as to enhance commencement of project implementation;

13. To coordinate with other concerned Departments/Sections for the disbursement of funds and supervision of approved projects;

14. To keep the Director informed of the matters being processed by the Division;

15. To perform any other task in my field of responsibility assigned to me by the Director.

16. To supervise the distribution of the sacrificial meat in the countries of the constituency

          My duties consisted in supervising the work of the divisions of the Department comprising engineers, economists and financial analysts and activities of which are described above.

          I was in charge of industrial companies. I had to study the financial situation of these companies in order to ascertain risk and credit worthiness. I used to visit the customers for promotion purpose and advice them as appropriate. I also, represented the Bank in the Board of companies in which it held equity participation and acted as the Liaison Officer with the Bank's Headquarters located in Paris.
