INDO-SENEGALESE COOPERATION
LEGAL FRAMEWORK
Cooperation between India and Senegal is governed by the following Agreements:
AGREEMENT ON CULTURAL COOPERATION -

Signed at New Delhi on 21 May 1974, ratified by Senegal on 20 June 1975

COMMERCIAL AGREEMENT -

Signed at New Delhi on 22 May 1974, ratified by Senegal on 17 June 1975

AGREEMENT ON ECONOMIC AND TECHNICAL COOPERATION -

Signed at New Delhi on 22 May 1974, ratified by Senegal on 20 June 1975

CULTURAL EXCHANGE PROGRAMME FOR 1977/1978 -

Signed at New Delhi on 14 September 1976

MEMORANDUM OF UNDERSTANDING ON THE ESTABLISHMENT IN SENEGAL OF AN AGRICULTURAL DEVELOPMENT PROJECT -

Signed at New Delhi on 16 February 1997, came into effect on 16 February 1997 for duration of ten years

AGREEMENT ON THE ESTABLISHMENT OF A JOINT COMMISSION ON ECONOMIC, TECHNICAL AND CULTURAL COOPERATION - Signed at New Delhi on 16 February 1997

Besides these, the two Parties are in the process of finalising the signing of the following instruments of cooperation:

Memorandum of Cooperation between ‘Press Trust of India (P.T.I) and “Agence de Presse Senegalaise” (APS) ;

Cooperation between Agency for the Development and Supervision of Small and Medium Enterprises (ADEPME) of Senegal and ‘National Institute for Entrepreneurship and Small Business Development (NIESBUD);

Cooperation between Agency for the Development and Supervision of Small and Medium Enterprises (ADEPME) and National Small Industries Corporation (NSTC);

Cultural Exchange Programmes for 2004 – 2006

Accord on non double taxation and prevention of tax evasion

Bilateral Accord on promotion and protection of investments

Accord on cooperation in the Tourism sector

Memorandum of Agreement between the Ministry for Youth and Sports and the Ministry for Youth in the Republic of Senegal

DIRECT INDIAN INVESTMENTS AND JOINT VENTURES
Senegal’s Chemical Industry (ICS)

The ICS project is a perfect example of South-South co-operation with the governments of Cote-d’Ivoire, Nigeria, Cameroon and India (which is an ideal partner for Africa.) as well as a Consortium of Indian firms and the Islamic Development Bank all contributing to the capital base. Large financial institutions have participated in the project’s long term finance.

On the commercial end, a long term contract to provide a minimum of 110.000 tonnes of P205 a year was signed in 1992 with the Indian Consortium IFFCOC (Indian Farmers Fertilizer Cooperative Limited) and SPIC (Southern Petrochemical Industries Cooperation Limited).
